Resolutions
What is a resolution and a recommendation?
Resolutions are policies adopted by the majority vote of the NPC Delegations. Resolutions are formulated based on concerns expressed to the Area Advisors by the College Panhellenic Officers and Panhellenic Delegates as well as concerns expressed to NPC Delegates by member group Panhellenic Delegates.
Recommendations are based on the experience of the NPC Area Advisors and NPC Delegates have had in resolving Panhellenic issues in Canada and the United States.
Resolutions and recommendations differ from the Unanimous Agreements in that they may not be mandatory. An effective Panhellenic should adopt and implement the resolutions and recommendations that are relevant to the efficient operations of the organization.
14th Edition of the NPC Manual of Information has a section listing resolutions pertaining to issues affecting Alumnae and College Panhellenics. Each section of the NPC Manual of Information includes recommendations pertinent to the topics addressed in that section.

Graduating Seniors and Chapter Total
The National Panhellenic Conference affirms its previous resolutions concerning Inactive Status and Alumna Status, with the following clarification: Vacancies in chapter Total are not created by the granting of inactive status or alumna status to a member who has less than a full college year remaining before graduation where there is no other good faith reason for granting that change in status.

Alcohol-Free Social Activities with Student Organizations
The National Panhellenic Conference and its member groups will continue to promote and encourage chapters to have non-alcoholic events with student organizations as well as men's fraternity chapters.

Day of Dialogue Program
The National Panhellenic Conference encourages College Panhellenics to organize a Day of Dialogue program on their campuses during the 2002-2003 school year.

National Alcohol Screening Day
The National Panhellenic Conference will sponsor, in kind, the National Alcohol Screening Day for the years 2001, 2002, and 2003, through mailings to those campuses where College Panhellenics are established, encouraging all members of NPC groups on those campuses to participate in the program.

Hazing
Hazing is defined as any action or situation with or without consent which recklessly, intentionally or unintentionally endangers the mental or physical health or safety of a student, or creates risk of injury, or causes discomfort, embarrassment, harassment or ridicule or which willfully destroys or removes public or private property for the purpose of initiation or admission into or affiliation with, or as a condition for continued membership in a chapter or colony of an NPC member fraternity. All member groups will affirm their policies denouncing hazing and inform their membership of this NPC position denouncing hazing through mailings and through their inter/national magazines.

Freedom of Association
The women's fraternities of NPC have the right to confine their membership to women, and their right to exist as single-sex organizations shall not be abrogated by any government agency or action. (In accordance with the provisions of Title IX of the Education Amendments of 1972). Member groups will support the efforts of the United States House of Representatives to protect the rights of students to associate voluntarily in single-sex organizations.
What is a Unanimous Agreement?
Since 1902, the member groups of NPC have unanimously agreed to pursue certain procedures and ethics, which lead to orderly and ethical conduct. Additionally, each Inter/National President signs the Unanimous Agreements indicating that every alumna and collegiate member will abide by and honor the Unanimous Agreements. These agreements must be incorporated into College and Alumnae Panhellenic procedures and are binding upon all chapters of NPC member groups.
Certain Unanimous Agreements have been selected to be listed here based upon the questions received at the NPC Office. For complete information about the Unanimous Agreements, please consult the 14th Edition of the NPC Manual of Information available from the NPC Office.
III. The Panhellenic Compact (Excerpted statements of membership eligibility)
A woman who is or who has ever been an initiated member of an existing NPC fraternity shall not be eligible for membership in another NPC fraternity. (1)
To be eligible to pledge an NPC fraternity chapter on the campus where a woman is enrolled, she shall be regularly matriculated according to the definition of matriculation established by that institution. (2)
A signed Membership Recruitment Acceptance or a Continuous Open Bidding (COB) Acceptance is binding. If a potential member receives a bid under the preference system, she is ineligible to be pledged to any other NPC fraternity on the same campus for one calendar year. If a potential member does not receive a bid under the preference system, she is eligible for COB. (4)
A woman who has had her pledge broken by an NPC fraternity, or who has broken her pledge to an NPC fraternity, may not be asked to join another NPC fraternity on that campus for one calendar year from the date she was originally pledged. However, she may be repledged by the same NPC fraternity chapter at any time within that calendar year. (6)
IV. Standards of Ethical Conduct (Excerpted statements regarding general operating procedures for College Panhellenics)
National Panhellenic Conference fraternities shall impress upon their undergraduate and alumnae members that they shall respect and obey the letter and the spirit of all NPC Unanimous Agreements. (1)
National Panhellenic Conference has no affiliation or connection with any high school sorority. (8)
VI. College Panhellenic Association Agreement
A College Panhellenic Association shall be established where two or more NPC fraternities have installed undergraduate chapters. (1A)
Each College Panhellenic Association shall prohibit the use of alcoholic beverages in membership recruitment and Bid Day activities. Each College Panhellenic shall prohibit the participation of men in membership recruitment and Bid Day activities. (2C & 2D)
